Layne Robinson is the Head of Social Policy Development at the Commonwealth Secretariat, where he leads strategic initiatives to promote inclusive and equitable social policies across the organisation’s 56 member countries. His work focuses on youth development, education, health, gender equality, and social inclusion.
With extensive experience in public policy, programme management, and international development, he has been instrumental in shaping the Commonwealth’s global youth agenda through data-driven initiatives and collaborative partnerships. He is widely recognised for leading the development and implementation of the Commonwealth Youth Development Index (YDI), a pioneering tool that measures youth progress in more than 180 countries.
Throughout his career, he has advised governments, civil society, and global organisations on policies that position young people as key agents of change. Under his leadership, the Secretariat has strengthened engagement with national youth ministries and regional bodies, delivering capacity-building programmes and promoting evidence-based decision-making.
He has represented the Commonwealth at high-level global events such as the Commonwealth Youth Ministers Meetings, UNESCO consultations, and United Nations platforms. In 2024, he co-led a groundbreaking initiative at the Commonwealth Heads of Government Meeting (CHOGM) in Samoa, introducing the first-ever Children’s Panel to elevate young voices in global policy discussions.
Beyond his official role, Layne works closely with international partners including UNICEF, Peace and Sport, and UNDP on initiatives that integrate sport, education, and leadership into youth policy frameworks. He is also a strong advocate for data transparency, inclusive governance, and youth civic participation.
His leadership reflects a commitment to building fairer, more resilient societies through innovative social policy, inspiring a new generation of policy leaders committed to equity, youth empowerment, and global cooperation.
